Francisco is an Associate Professor at the Political Science Institute of the Pontifical Catholic University of Chile and the Director of Millennium Nucleus of China's Impacts in Latin America and the Caribbean, funded by the Ministry of Science of Chile. He is affiliated with the Center for International Studies and the Center for Asian Studies at PUC UC. In 2022-23, he was a resident Fellow at the Wilson Center in Washington DC and has been a Fellow of the Chilean Fund for Scientific and Technological Development in Initiation and Regular Grants. Since 2019 he is the Editor of the Revista de Ciencia Política. He received a joint PhD degree from the University of São Paulo and King's College London in the field of International Relations. His research focuses on issues related to the International Political Economy, with a particular emphasis on emerging powers, particularly China-Latin American relations.
